Could the design of SR-62 use the boulevard concept?
A: The boulevard concept is not conducive to the area because it is a mix of residential and commercial businesses.

Q: What is the relocation and property buying process for property owners?
A: TDOT will provide advance notifications of impending ROW acquisition, and before acquiring ROW will have all properties appraised on comparable sales and land use values in the area. Property owners will be offered and paid fair market value. No person lawfully occupying real property will be required to move with our 90 days written notice of the intended vacation date, and no occupant of a residential property will be required to move until decent, safe, and sanitary replacement housing are made available.

Q: What will happen with the part of old Western Avenue?
A: : A section of Old Western Avenue is not part of this new project and will remain open to the traffic. The section of Old Western Avenue that will be replaced by the proposed project would revert to the City of Knoxville for maintenance.

Q: What is the speed limit through the construction zone?
A: The speed limit will remain as posted until the roadway conditions would warrant a change. In order, to keep the public safe, a speed reduction may be posted. All changes will be clearly marked. The Knoxville Police Department will be monitoring traffic through the project.

Q: How many lanes of traffic will be maintained during construction?
A: Two lanes of traffic (1 in each direction) will be maintained. Temporary lane closures are necessary to complete the project. However, when lane closures are required those will be scheduled during off peak travel times.

A: It is projected to be between $15 to 20 Million

Q: How much right-of-way is required?
A: The project's right of way width varies due to ROW slopes (cuts and fills). Minimum ROW width for this type facility is 104 feet. This consists of four 12-foot lanes (two in each direction), one 12-foot middle left turn lane, 10- foot outside shoulders with a striped bike path, two and a half foot curb and gutter on each side, and a 7-foot wide sidewalk on each side.

Q: Will there be work on both sides of the road or only one?
A: Utilities and roadway construction will occur on both sides of the existing roadway.

Q: How long is the stretch of road for the construction?
A: 0.9 mile

Q: Will street lighting be maintained throughout the project duration?
A: The light poles will need to come down for utility relocation and roadway construction purposes. As roadway construction progresses, new light poles will be added for illumination of the roadway.

Q: What has been the reaction of areas business owners to the project?
A: Impacted property owners have been positive. A consensus of opinion is they recognize the need to address the capacity issues and to improve the vehicle and pedestrian safety by correcting the horizontal and vertical geometrics of the alignment along with the side streets along with a sidewalk network tying into SR-62.
