Development Process
PROJECT MANAGEMENT OFFICE
The Project Management Office adopted a "team approach" to major
highway projects by organizing project teams with members representing
the functional areas of the Department. The focus of the team is to
develop a higher quality project, on time, and within budget through
better coordination and communication during the project development
process (PDP).
PLANNING
The Planning Division’s Long-Range Planning Office is responsible for
the development and completion of Advance Planning Reports, Safety
Projects, and Feasibility Studies for new, expanded, or relocated
highway facilities.
ENVIRONMENTAL
The Environmental Planning and Permits Division’s, Environmental
Impact Section prepares environmental studies on social, economic and
environmental issues for each highway project.
DESIGN
The Design Division oversees the performance of aerial and ground
surveys, the establishment of roadway design criteria, and the
development of right-of-way and construction plans for proposed
highway improvement projects.
RIGHT-OF-WAY
The Right-of-Way Division is responsible for the appraisal and
acquisition of land needs for state highway construction and
relocation of families and businesses affected.
ENVIRONMENTAL
The Environmental Planning and Permits Division’s Permits Section is
responsible, on a statewide basis for conducting permit reviews,
applications for permits, coordinating with state and federal
regulatory agencies, acquiring and distributing environmental permits
needed by the Department, and monitoring mitigation sites.
CONSTRUCTION
The Construction Division is responsible for preparing proposals and
letting to contract all Department of Transportation highway and
bridge projects.
GEOTECHNICAL
The Geotechnical Engineering Section identifies the soil and rock
conditions and makes design recommendations for cut and fill slopes
and unusual or special conditions. Later in the process, the section
performs foundation investigations for bridges and retaining walls.
VALUE ENGINEERING
The Value Engineering Office reviews construction specifications to
check cost effective methods, materials and designs.
