Right-of-Way Division - Consultants

Getting your consulting firm pre-qualified:
All consulting firms must be on the Department's pre-qualified list before they can be hired to do
any work for the Department or Local Agencies which receive funding from TDOT.

Additional information, required forms, and the current list of pre-qualified firms may be downloaded at the internet address www.tn.gov/tdot/consultantinfo.htm. Interested firms without internet access may obtain this information by calling Ms. Scarlet Brubaker at (615) 253.6100.

For Acquisition or Relocation Consultants
Submit a completed Form DOT-CS-100 (http://www.tn.gov/tdot/ConsultantInfo/Forms.htm ) to:

How to qualify additional Negotiations/Relocations Agents for work on TDOT Projects:
Fill out and send an additional DOT-CS-100 form attachment 1 - page 2 for each additional proposed agent.

Include:

  • Send the prospective agent's resume and a list of Federal Aid Transportation Projects or other projects
    of a related field on which he or she has worked in the past three years.
  • Provide a contact person or persons and their phone number(s) for verification of the information on
    these projects.
  • Describe the work performed on each project
    - a general description of each project (number of parcels negotiated and number of residential or
      business relocations handled)
    - and the prospective agent's responsibilities.

Note:

  • An interview with a prospective Negotiations/Relocations agent may be required by the TDOT
    Central Right-of-Way Office before approval.
  • Depending on their qualifications and experience, prospective agents may only be granted
    approval to work as Trainees until such time as the additional qualifications and experience can be
    acquired.
  • It is not TDOT's intention to train consulting firms or their agents to acquire highway rights of way.
    They are expected to be familiar with TDOT's Right of Way Manual when they begin work.

For Appraisal Consultants
Submit a completed Form DT-1742 (http://www.tn.gov/tdot/ConsultantInfo/Forms.htm ) to:

Fill out and send an DT-1742 form for each appraisal agent.

Include:

  • Send the prospective agent's resume and a list of Federal Aid Transportation Projects or other projects
    of a related field on which he or she has worked in the past three years.
  • Provide a contact person or persons and their phone number(s) for verification of the information on
    these projects.

Note:

  • An interview with a prospective agent may be required by the TDOT Central Right-of-Way Office before approval.
  • Depending on their qualifications and experience, prospective agents may only be granted
    “LIMITED” approval to work until such time as the additional qualifications and experience can be acquired.

For Utility Consultants
Submit a completed Form DT-330 (http://www.tdot.state.tn.us/ConsultantInfo/Forms.htm ) to:

Fill out and send a DT-330 form for the firm seeking approval for
U03 - Subsurface Utility engineering (SUE),
and/or
U04 - Utility Coordination for specific utility disciplines:

  • - Electrical distribution
  • - Electrical Transmission
  • - Communication
  • - Gas/Oil Distribution
  • - Gas/Oil Transmission
  • - Water
  • - Sewer/Sanitary

Include:

  • Send the firm’s statement of qualification for each discipline worked in the past three years.
  • Provide a reference contact person or persons and their phone number(s) for verification of the information on
    these projects.  A letter of recommendation from the reference can be included.
